Because at that point Juliet was already married to Romeo. So Juliet CANNOT marry Paris.





The problem is, he's in a tight spot, since he married the two without their parents' consent. And they are powerful families. He would probably, at the least, be facing a transfer to a less desirable place than Verona, if he had stepped forward and admitted what he'd done.





So he's trying to arrange a way out for everyone, until things blow over a little and the truth can be safely told.
Because he married Romeo and Juliet already
